From January 14 to 15, 2009, at the invitation of Minister of Foreign Affairs and Cooperation of Rwanda Rosemary Museminali, Chinese Foreign Minister Yang Jiechi paid an official visit to Rwanda, which is the second visit by a foreign minister of China to Rwanda following the last one made 15 years ago.

During the visit, Foreign Minister Yang Jiechi met with Rwandan President Paul Kagame. Yang said the two countries enjoy profound traditional friendship. Since the establishment of diplomatic ties 38 years ago, bilateral relations have been developing smoothly with deepening political trust and remarkable results of cooperation in all areas. China will continue to offer assistance within its ability to Rwanda's economic and social development and encourage Chinese businesses to invest in Rwanda for bilateral friendly cooperative relations to yield more fruitful results. Kagame spoke highly of Rwanda-China relations, saying that the two countries have conducted sound cooperation in bilateral and multilateral areas. He thanked for China's precious support and assistance to Rwanda's development and expressed willingness to continuously push forward bilateral ties. Meanwhile, Rwanda will make active efforts to push forward the development of Forum on China-Africa Cooperation and promote China-Africa friendly cooperation, he pledged. During their talks, the two foreign ministers exchanged in-depth views on further developing China-Rwanda comprehensive friendly cooperative relations. Yang said China attaches great importance to its friendly cooperation with Rwanda and will strengthen bilateral cooperation at all levels and in various areas based on the all-round implementation of various consensus reached at the Beijing Summit of the Forum on China-Africa Cooperation in a bid to push bilateral ties to a new phase of development. Rwanda's Minister of Defence, Minister of Information, Minister of Sports and Culture, Minister of Health and Minster of Agriculture also attended the talks.
